Description: Photo of men (presumably councillors and a gardener) standing in front of the new ornamental wrought iron fence and gates to Victoria Gardens, High Street. Note the hill (or mount) immediately behind the fence. The gates were presented to Council by Mr John Paton (see p. 12 for details) to replace an earlier wooden fence that had stood there since the park was opened in 1888.
