No. 17 Survey classified it as 'repairable brink) Taken within the block Church Street-Rae Street- Nicholson Street. Targeted by Housing Commission, Victoria for broadscale demolition and construction of highrise apartment blocks. This was opposed by residents, both tenants and owners and factories. This campaign was a turning point in public housing policy and practice in Victoria.
