Description: Image held by Richmond Library. A posed portrait of the councillor wearing a fur trimmed robe. Farmer served as a councillor for much of the 1870s and 1880s. He was the first mayor of the town of Richmond, for the year 1872-73. (Richmond was created a municipality in 1855, a town in 1872, and a city in 1882.)
